KABUL: A man in Afghan army uniform opened fire on NATO soldiers at a military base near Kabul, wounding five, the coalition said on Wednesday, the latest in a series of so-called ?green-on-blue? attacks. Attacks by Afghan security forces on their allies from the US-led alliance have claimed 26 lives so far this year, according to an AFP tally, with the latest incident taking the total number of such attacks this year to 19. ?An individual wearing Afghan army uniform turned his weapon on coalition soldiers yesterday (Tuesday), wounding five,? Noisy union members gather outside NY utility HQ

NEW YORK (AP) ? With the heat pressing down on New Yorkers, pressure is mounting from all sides to resolve a Consolidated Edison lockout that left workers off their jobs while managers are keeping the electrical power going.

"Con Ed must end its lockout and allow the workers to return to their jobs while the new contract is negotiated," City Council Speaker Christine Quinn said in a statement Monday.

"When the power goes out and air conditioning and lights go off, it is often the most vulnerable such as the elderly and chronically ill that suffer with often serious consequences," the speaker said.

On Monday, union workers' tempers rose along with the heat on city streets.

"Kevin Burke, come out with your hands up, we want our pensions!" mechanic John Lucchini yelled into a bullhorn, naming Con Ed's CEO amid a protest in front of company headquarters.

Elsewhere in New York City, union leaders planned their next move following the breakdown of contract talks Sunday after a midnight deadline.

Both sides said there are many issues on which they have not reached agreement, including changing pension terms.

Con Ed offered workers a two-week extension, on condition they promise not to suddenly strike during that time. The union refused, and the utility declared a lockout, saying 8,500 workers would be replaced by 5,000 managers to keep services running.

A union spokesman said that sometime Monday, Harry Farrell, president of Local 1-2 of the Utility Workers of America, would call for federal mediators to intervene to get talks started again.

Union spokesman John Melia said Monday there was nothing new to report. He planned to issue a statement later in the day.

"We've been trying to get them back to the table since yesterday," company spokesman Mike Clendenin said Monday on "Good Morning New York."

The unionized workers told the company they'd be willing to work without a contract to keep the power company running, said Melia, who disputed the company's claim that its managers could do the job of the union workers.

A manager doing routine Con Ed work suffered minor burns, Con Ed confirmed.

Manhattan Borough President Scott Stringer issued a statement, saying Con Ed employees "deserve respect and a fair contract, and residents of the New York City region deserve assurances their power will continue without interruption as the heat wave continues."

He said both goals can be achieved "if we work together and settle this dispute amicably."

Another mechanic, Rick Brown, said there's nothing workers would like to do more than "than be on the clock."

But "the people who are doing the public an injustice are management," he said.

Brown was part of the noisy scene outside Con Ed headquarters near Union Square that included a chorus of honking, cheers and whistling heard a couple of blocks away. The honking was a show of support by drivers passing about 200 union demonstrators.

Many union workers wore T-shirts that said, "If we go out, the lights go out." They also featured a cracked, yellow light bulb with a red circle and slash.

Boos, catcalls and foul language erupted as management workers left the building.

Gregory Stephenson, a government relations employee at Con Ed who exited the company's corporate office to a loud chorus of boos, said he was disappointed by demonstrators' behavior.

"I understand the union's sentiment, but once you start to hurl abusive language ? I just think there needs to be a level of decorum and respect," he said.

Con Ed closed walk-in centers, suspended meter readings and limited work on major construction projects in New York after the talks broke down around 2 a.m. Sunday, a couple of hours after the existing contract expired. The impasse came as New York endured more high temperatures that increased demand for air conditioning among the utility's 3.2 million customers.

There were about 200 outages overnight, nearly all of which were resolved by morning, Con Ed spokesman Chris Olert said Monday. He said management personnel were standing by, ready to address any problems.

Temperatures are expected to be in the high 80s and low 90s throughout the week.

The extreme weather included vicious storms from Indiana to New Jersey and south to Virginia that left 17 people dead and 2.7 million without power. Most of the damage came in the mid-Atlantic region, and only scattered outages across Con Ed's service area in New York were reported as of Sunday. Con Ed said it is keeping a close watch on its system and has trained managers working on essential operations.

Lisicki ousts Sharapova in 4th round at Wimbledon

WIMBLEDON, England (AP) ? Top-seeded Maria Sharapova was knocked out of Wimbledon on Monday, losing 6-4, 6-3 to Sabine Lisicki in the fourth round just a month after completing a career Grand Slam.

Lisicki, a 15th-ranked German, outplayed the 2004 Wimbledon champion in the wind and rain on Court 1 for her first career victory over Sharapova in four matches. She avenged last year's loss to Sharapova in the Wimbledon semifinals.

Also advancing were four-time winner Serena Williams and defending champion Petra Kvitova, but four-time Grand Slam champion Kim Clijsters lost in what she says is her final Wimbledon before retirement later this year.

In men's play, six-time champion Roger Federer was the first to reach the quarters, overcoming an early back problem to beat Xavier Malisse 7-6 (1), 6-1, 4-6, 6-3 and extend his record for most consecutive Grand Slam final-eight appearances to 33.

Federer said his back started hurting in the first few games of the match but he felt much better after taking a medical timeout and receiving treatment.

"I feel way better than a few hours ago," Federer said. "Honestly, I'm not too worried. I've had bad backs over the years. I just have to keep an eye on it now. ... I hope I'll be 100 percent on Wednesday."

Sharapova, who won the French Open four weeks ago for her fourth Grand Slam title, is the biggest name knocked out of the tournament since two-time men's champion Rafael Nadal was upset last week by Lukas Rosol.

After smacking a second-serve ace of 108 mph down the middle on her third match point, Lisicki collapsed to her knees on the grass and shook both fists. Among those cheering for Lisicki in the guest box was German NBA star Dirk Nowitzki of the Dallas Mavericks.

"It's just unbelievable," Lisicki said. "For the third time I've beaten the French Open champion here. I'm just so happy. I've lost the three previous meetings against her. Now I just played well and beat her for the first time."

Sharapova was trying to become the first woman since Serena Williams in 2002 to win the French Open and Wimbledon in the same year.

"I just went for my shots. Really from the first point on I felt great out there," Lisicki said. "It's my favorite tournament, I love playing on grass, I love the crowd here. I just love it."

Lisicki will next face fellow German and No. 8 Angelique Kerber, who drubbed Clijsters 6-1, 6-1. The 47th-ranked Belgian has said she is retiring after this year's U.S. Open ? this time for good, having returned to the sport in 2009 after a two-year break. Clijsters, who has been dogged by injuries this year, walked off Court 3 with a brief wave. Third-seeded Agnieszka Radwanska also advanced, beating Italian qualifier Camila Giorgi 6-2, 6-3.

Leading Malisse 4-3 in the opening set, Federer called for a medical timeout and left Centre Court with the trainer for treatment in the locker room. When play resumed eight minutes later, Federer didn't seem visibly affected ? although the speed on his first serve lacked its usual velocity.

Still, in the final game, Federer hit two serve winners and closed the match with a 122 mph ace. He'll next play Mikhail Youzhny, who beat Denis Istomin of Uzbekistan in five sets.

"I felt the back going at the beginning of the first set," Federer said. "It must be a mix of maybe the five-setter (against Julien Benneteau in the third round), two days off, the cold wind today. I was unlucky in this regard. Fortunately, I pulled out the match today."

The sixth-seeded Williams won the last three games of the final set to beat 65th-ranked wild card Yaroslava Shvedova of Kazakhstan 6-1, 2-6, 7-5, in cool and gusty conditions on Court 2.

Williams hopped in joy with both feet in the air after hitting a big forehand that forced an error by Shvedova on the first match point, ending a hard-hitting contest that lasted nearly two hours.

"I didn't want to lose today and I thought, 'Just stay relaxed,'" Williams said. "I knew the whole match I could play better."

Williams will next face Kvitova, who rallied from a set and a break down to beat former French Open champion Francesca Schiavone 4-6, 7-5, 6-1 in an error-strewn match on Court 3. It was the second straight tough three-setter for Williams, who won 9-7 in the third to beat Zheng Jie in the third round.

"I feel fine," she said. "I'm not tired. I'm not anything. I feel good. I feel like bottom line I can play so much better than what I have been playing. ... You know me. I'm never satisfied."

The match ended in a slight drizzle, with play suspended on some of the other courts. Shvedova removed her glasses in the final two games to keep the lenses from getting wet.

"I think we both wanted to keep playing because it was so deep into the match," Williams said. "I didn't want to stop.

Williams finished with 35 winners, including 12 aces, and 13 errors. Shvedova had 24 winners and 20 errors.

The first player to reach the quarters was 37th-ranked Austrian Tamira Paszek, who beat Italy's Roberta Vinci 6-2, 6-2 to reach the final eight for the second straight year.

Euro summit optimism in markets dented by US data

LONDON (AP) ? European markets made further gains Monday as investors continued to cheer the continent's latest efforts to deal with a debt crisis that has clouded the outlook for the global economy.

However, their advance faltered as U.S. stocks fell after a closely-watched U.S. manufacturing survey suggested the sector is contracting again. Though Europe's debt crisis has been the markets' focus for weeks, U.S. economic indicators remain key to global sentiment.

Investors appear convinced that the measures agreed last Friday by the leaders of the 17 countries that use the euro will reduce the risk that Italy and Spain, which are the eurozone's third and fourth largest economies, would need a sovereign bailout anytime soon.

The leaders agreed a set of measures to alleviate the financial crisis, including the creation of a central authority that can rescue banks directly, without adding to government debt, and changes to the way the bailout fund operates.

In the longer-term, the eurozone still faces huge problems ? debt levels remain high in some countries and the economic problems are huge. Figures released Monday showe the unemployment rate in the 17-country eurozone edged up to 11.1 percent, a new high since the euro began in 1999.

"So far the wheels have not yet fallen off as investors dare to hope the fabric is stitched better this time around," said Andrew Wilkinson, chief economic strategist at Miller Tabak & Co. "A couple of days of reflection have failed to put a dent in investors' spirit with equity prices holding on to gains while government bond yields also remain lower."

In Europe, the FTSE 100 index of leading British shares was up 0.5 percent at 5,601 while the CAC-40 in France rose 1 percent to 3,227. Germany's DAX was 0.8 percent higher at 6,467.

The euro, however, retraced some of its rise on Friday ? it was 0.5 percent lower at $1.26. Oil prices also gave up some of Friday's $7 gains. Benchmark crude for August delivery was down $1.29 a barrel at $83.67.

In the U.S., stocks were down after the Institute for Supply Management said its index of manufacturing activity fell to 49.7 points in June, its lowest for nearly three years and well below expectations for 53.5. A reading below 50 indicates contraction.

"This is not good," said Dan Greenhaus, chief global strategist at BTIG. "Not good at all."

Shortly after the figures were released, the Dow Jones industrial average was down 0.4 percent at 12,822 while the broader S&P 500 index fell 0.4 percent to 1,357.

Trading volumes in the U.S. are likely to be fairly light ahead of Wednesday's Independence Day holiday. However, activity is likely to pick up in the run-up to Friday's monthly nonfarm payrolls data, which often set the market tone for a week or two after their release.

"Many market participants may choose to extend their holiday by taking off either the first or last few days of this week," said David Morrison, senior market strategist at GFT Markets. "With payrolls coming out on Friday, it seems more likely that traders would prefer to miss the first half of the week, but overall volumes could be light."

Elsewhere, signs that China's economy is slowing also helped cool the stock rally. As well as the payrolls figures for June, investors will look forward to policy decisions from the European Central Bank and the Bank of England later in the week. The ECB is widely tipped to cut its main interest rate to a record low from its current 1 percent to help the ailing eurozone economy, while the Bank of England could back another monetary stimulus to get the British economy growing again.

Earlier in Asia, sentiment was dented by signs that the Chinese economy, the world's second-largest, continues to slow. Chinese industrial production fell to a seven-month low in June, according to HSBC's purchasing managers index survey.

China's Shanghai Composite index increased less than 0.1 percent to 2,226.11. But Japan's Nikkei 225 index fell less than 0.1 percent to 9,003.48 and South Korea's Kospi slipped 0.1 percent to 1,851.65. Markets in Hong Kong were closed Monday to commemorate the hand-over of the territory to China in 1997.
